Where data is not available, local areas can select indicators of relevance from the national indicators and develop their own local mental health indicator sets. They can use the questions and scales used in the national surveys, including WEMWBS, and develop or extend local information gathering systems such as local surveys to gather information from an appropriate sample of the population they are interested in.
